Quad-Ci ties Station Operating Repo.-t, NRC Dockets 50-254 and 50-265

Dear Mr. Davis:

Enclosed is the radioactive effluent report for July through December, 1986 for Quad-Cities Nuclear Power Station.

The Unit One and Unit Two service water monitors were taken out of service from 15 July 1986 to 05 September 1986 for modifications.

The modifications included: 1) Larger area sample scoop, 2) Elimina-tion of the inlet solenoid valve, 3) Elimination of the receiver tank high level alarm, replaced with a receiver tank vent line, and

4) Addition of a low flow alarm relay time delay module to eliminate spurrious low flow alarms. From 18 September to 23 September the monitors were taken out of service to separate rignal and power l

lines to reduce electrical noise on the signal transmission lines.

From 11 November 1986 to 11 December 1986 the Radwaste effluent monitor was taken out of service for modification. The work included:

1) A time delay on the low flow alarm to eliminate spurrious alarms on system start up, 2) Elimination of one inlet pressure switch,
and 3) the separation of signal and power cables. Associated Action Requirements have been taken to insure compliance with Radiological Ef fluent Technical Speci fications.

A change has been made to the Process Control Program for the solidification of radioactive wastes from Ilquid systems as out-lined in the Offsite Dose Calculation Manual. Documentation that the change has been reviewed and found acceptable by the onsite review process is included with the Semi-Annual Effluent Report.

The fourth quarter gross alpha radioactivity value increased significantly'over-previous quarters. The reason is a high value obtain from the analysis-of October's monthly particulate composite, The

- value is under suspect since the noble gas, iodine and other particulate -

values do not ~ Indicate a change in release rate occurred. The result is under investigation, and any changes will be reported in the next semi-annual report.

One copy"of this report is provided for your use and 39 copies are being submitted directly to Mr. R. H. Vollmer, Deputy Director of the Office of Nuclear Reactor Regulation.
