Dear Mr. Kane:
i In accordance with 10 CFR Part 76.45, the United States Enrichment Corporation hereby submits a request for amendment to the Certificate of Compliance for the Paducah, Kentucky Gascous Diffusion Plant. This certificate amendment request revises the Quality Assurance Program (QAP) to include an altemative to procure commercial grade services using a process equivalent to that described in the QAP for commercial grade items. This alternative to procure commercial grade services is not currently recognized by ASME NQA-1,1989, and therefore, is being submitted for

Nuclear Regulatory Commission (NRC) approval. USEC has determined this amendment is an i
acceptable alternative to the requirements _of ASME NQA-1,1989.

Certificate Amendment Request Proposed Changes to the Quality Assurance Program Description Detai!ed Description of Change l
This certificate amendment request proposes to revise the Quality Assurance Program (QAP) to include an altemative to ASME NQA-1,1989 for the procurement of commercial grade services.
The alternative to procure commercial grade services is not currently recognized by ASME NQA-1, 1989. This alternative is equivalent to the current QAP controls for the procurement of commercial grade items, which are in accordance with ASME NQA-1,1989 requirements, and it is consistent with industry practice. USEC has determined this amendment is an acceptable alternative to the requirements of NQA-1,1989. The specific changes included are discussed in the following paragraphs:
Section 2.4.3. -Restructured the current wording, deleted the reference to Section 2.7.3.9, and added reference Sections 2.4.3.2 and 2.4.3.3. This proposed change only clarifies the wording and which sections apply to commercial grade or non-commercial grade items and services.
Section 2.7.3. - Restructured the current wording, and added that new Section 2.7.3.10 applies to commercial grade services. This proposed change only clarifies existing wording and references the new section addition.
Section 2.7.3.10 - This proposed change adds the new section titled " Commercial Grade
/
Services." The basic requirements of ASME NQA-1,1989 fo.r control of purchased items and services requires that procurement ofitems and services be controlled to assure conformance to specified requirements. In the QAP, controls for commercial grade items are addressed in Section 2.7.3.9, while Sections 2.7.3.1 through 2.7.3.8 apply to services and non-commercial grade items.
The new Section 2.7.3.10, " Commercial Grade Services," uses criteria similar to those contained in Section 2.7.3.9,
" Commercial Grade Items," for determining whether the services would qualify as commercial grade and for the acceptance methods for those senices. By adding the new Section 2.7.3.10, commercial grade items and services are controlled consistently.
- Annendix A. AO-Section 2.7.3. - The proposed change deletes the word "that" and changes the reference to Section 2.7 to read Section 2.7.3.10. These proposed changes make the sentence read properly and also address the addition of the new section (2.7.3.10) being added to the QAP for l
commercial grade services.
