The Radiological Engineering staff at the Beaver Valley Power Station has completed an evaluation of the feasibility for estimating the activity of the difficult-to-measure radionuclides within low-level radioactive waste containers through the application of waste stream and plant specific scaling factors.

Prior to the implementation of a scaling factor program it is necessary that we obtain clarification for a statement that appears in the Discussion Section (Page 3) of the document entitled the

" Draft Regulatory Guide on Low-Level Radioctive Waste Classification and Manifest Reporting (February, 1986; Rev.

3)".

The fourth sentence in paragraph three states "The staff considers a reasonable target for determining measured or inferred radionuclide concentrations is that the concentrations are accurate to within a factor of 10."

The same statement appears in the Regulatory Position section of the Low-Level Waste Branch Technical Position of Radioactive Waste classification (May, 1983; Rev. 0).

This matter was discussed with a member of your staff, Mr. Gary Roles.

Based upon this discussion, it is our understanding that, i

provided the scaling factor confirmatory analyses for each individual nuclide are within a factor of ten of the in-use scaling factors for each individual nuclide, the originally developed scaling factors are acceptable for continued use.
