Enclosed are the latest issues of three recently revised Waterford 3 Emergency Plan Implementing Procedures. This submittalis being made in accordance with Appendix E of 10CFR50. These cnanges were reviewed in accordance with 10CFR50.54 requirements and were determined not to decrease the effectiveness of the emergency plan.

Included in this submittal are the following procedures:

1. EP-002-100 (Revision 26), Technical Support Center (TSC) Activation, i Operation and Deactivation. This revision involves TSC organization changes
and administrative changes affecting transfer activities and addition of the Control Room Intercom Circuit

2. EP-002-102 (Revision 25), Emergency Operations Facility (EOF) Activation, Operation and Deactivation. This revision involves EOF organization changes j and administrative changes affecting transfer activities and addition of the Contiol Room Intercom Circuit. h, /!g
3. EP-003-040 (Revision 20), Emergency Equipment Inventory. This revision provides clarification of existing requirements and adds guidance to ensure emergency equipme nt is inventoried.
