Enclosed please find a request from the Canadian Embassy to amend export license XCOM0529 to cover exports of U.S.-manufactured nuclear reactor components valued at $36 million to Canada for ultimate use in the Cernavoda 3, 4, and 5 Nuclear Power Stations to be built in Romania by Canada.

Before taking action on this amendment request, we would appreciate your views in accordance with established procedures as to whether the proposed amen'dment j

meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
