Dear Mr. Miller:

On October 21 and 22, 1986, the senior NRC headquarters and regional managers met to discuss the performance of HRC lice' sed operating nuclear power plants in the United States. As a part of that review, we examined the perfomance of plants in the early years of operation.

As a general observation, the initial years of operation are plagued with far too many operational transients, scrams and forced outages. Although we i

recognize that the initial startup program will result in more plant perturbations than will normal operations, it appears that in many cases the time frame for bringing integrated plant operation to a long-term, stable 4

proposition is excessive.

We have also found that when a facility has a prolonged and difficult startup period, its long-term operating perfomance is normally not as good as that of facilities that have an effective, well executed startup program.

As you know, there are a large number of plants in, or soon to commence, their startup programs. We believe that-improving facility performance during the early stage of its operation will result in both short-and long-term safety improvements. Although there are certain regulatory actions which we could take to move in this direction, we believe that the industry probably has better insights into this area than does the NRC. Consequently, we are requesting that NUMARC quickly examine this area and take the initiative to establish and implement programs which will meet our mutual objective of safety enhancement.
