Dear Mr. Hogan:

This refers to your letter dated October 20, 1986 to Mr. Martin of our Region V office, conp rning distribution of irradiated gemstoner by reactors.

GA Technologies currently has a license application pending with NRC, requesting authorization to distribute neutron-irradiated gems. We agree that this issue needs to be resolved as soon as possible. As you know, I have been in continuous communication with Dr. Keith Asmussen and others of your company since early 1986, and kept them fully informed of our extensive We have received numerous reports concerning efforts to resolve the issue.

Although the GIA-GTL, Inc. has encountered only a few lots of precious stones (blue topaz) which proved to be radio-active.we have been unable to inform clients about the significance of the radioactivity. We have felt the need of an authoritative ruling in this matter.

It is our feeling that your proposed meeting with officials of the Nuclear Regulatory Comission would be highly de-sireable in order to establish guidelines for our trade.
