Dear Mr. Denton:

Georgia Power Company has reviewed the Vogtle Unit 1 draft license, as requested in the referenced letter, and hereby provides the following comments:

Page 4, Item 6(a):

Clarification may need to be added to this item to state that "... water would drain freely (as the spent fuel pool is pumped down)..."

No provisions exist for draining the pool without the use of pumps.

Page 5, Items 6(c)-6(d):

Please revise item (c) to read as follows:

No more than one fuel assembly shall be out of its shipping container or storage location at any given time during receipt inspection and storage prior to core loading.

Change the present item (d) to item (e).

Insert a new item (d) to read as follows:

During core loading, no more than one fuel assembly shall be out ot its shipping container or storage rack at any given time in the Fuel Handling Building.

No more than two fuel assemblies shall be out of the reactor vessel at any given time in the Containment Building.

As presently worded, these items pose unnecessary constraints.

Ventilation will be provided for the Alternate Radwaste Building to establish an overall.in-leakage of air from the outside. Ventilation will. exhaust through HEPA filters already installed in the Auxiliary Building HVAC System and be discharged through the plant vent stack. This will be accomplished through an intertie with the Auxiliary Building HVAC System through the Radwaste Transfer Building. Testing of the Auxiliary Building HVAC System is described in the FSAR. Testing will be performed using smoke to assure an overall in-leakage of air from the outside into the Alternate Radwaste Building., Page 3, Item 6:

The TDI Owner's Group has stated (reference letter NOR-01033, dated 12/30/86) that addition of this Dresser coupling is not necessary. Therefore, GPC requests that this item be deleted.
