This refers to the inspection conducted by Messrs. R. L. Pettis, R. P. McIntyre, and K. C. Leu of this office on August 11-15, 1986, of your New York office and to the discussions of our findings with Mr. H. Kunis and members of your staff at the conclusion of the inspection.

The purpose of this inspection was to conduct an audit of Ebasco's Quality Assurance (QA) implementation for activities related to the Conanche Peak Design Verification Program. Areas examined during the inspection and our findings are I discussed in the enclosed report. Within these. areas.'the inspection consisted '

of an examination of procedures and representative records, . interviews with 1 persennel, and observations by the inspectors. ,

In the area of open computer code nonconformances, previously identified in NRC Inspection Report No. 99900505/84-02 and contained in Section D of this report, the inspectors reviewed a revised copy of Ebasco Procedure A-30, " Computer-Based Safety Related Programs-Development and Control." Although this procedure now includes a section which addresses the reporting and evaluating of computer code errors, it does not adequately address the dissemination of computer program error reports and the impact, if any, on past and present design calculations.

During the inspection, Ebasco comitted to further revise this procedure to completely address these concerns. As a result, all items under Section D of this report will renain open pending an NRC review of this revised procedure.

In the areas reviewed, we found no instance where the implementation of your QA progran failed to meet NRC requirements. The specific findings and referencer to the pertinent requirements are identified in the enclosures to this letter.

In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of this letter and the enclosed inspection report will be placed in the iRC's Public Document Room.
