SUBJECT:

MEMORANDUM OF APPRECIATION FOR MICHAEL MCCANN'S I CONTRIBUTION TO THE STANDARD REVIEW PLAN FOR DECOMMISSIONING This memorandum is to express our appreciation for the outstanding assistance and support provided by Michael McCann, of your staff, in developing the NMSS Standard Review Plan i (SRP) for decommissioning. Mr. McCann's expertise, experience and understanding of NRC's requirements for ensuring the safety of facilities utilizing radioactive material, as well as his enthusiasm and " team' sprit" have been principal factors in the successful development of the draft SRP modules on Health and Safety and Environmental Monitoring.

Due to circumstances beyond his control, the ; am leader for development of these SRP modules was forced to leave the project before significant development of these modules was completed. Mr. McCann assumed responsibility for leading the team in resolving several issues critical to completing development of these draft modules.

Mr, McCann throughly researched the numerous regulatory requirements for all aspects of j radiation safety and environmental monitoring during decommissioning. He then reviewed all  ;

NRC and international guidance and standards applicable to radiation safety and environmental i monitoring important to protecting the public health and safety. Finally, he reviewed industry, NRC, and other Federal standards and standard operating procedures for implementing these ,

standards and requirements. This outstanding effort resulted in a complete, concise, and j reader-friendly SRP that addresses the critical aspects of radiation safety and environmental i monitoring that NRC staff must consider during its reviews of decommissioning plans.

Please pass on to Mr. McCann our appreciation for his assistance in developing the draft SRP modules and inform him that it was a job "well done".
