NRC STAFF'S FOURTH PROGRESS REPORT AND ANNOTATED DIBLIOGRAPHY I.
PROGRESS REPORT This progress report is prepared in response to the Licensing Board's " Memorandum and Order (Progress Report and Notice of Available Documents)" dated June 6,1986, 1.
OROANIZATIONAL AND FERSONNEL CIIANCES On February 11, 1987, the NRC Chairman announced that a new Office of Special Projects is to be established with both licensing and inspection authority for the TVA and Comsnche Peak projects.
This office, which is expected to be operational by March 1, 1987, will be headed by James G. Keppler, who will report directly to the Executive Director for Operations.
The new office will be composed of two divisions -- one for TVA and one for Comanche Peak.
Christopher Grimes will be the Director, Comanche Peak Project Staff, replacing Vincent S.

DISCOVERY On January 27, 1987, the Staff filed its Supplemental Staff Answers to CASE's Interrogatories.
This completes the Staff's answers to all CASE interrogatories. There are no discovery disputes between Staff and CASE at this time regarding the CPRT Program Plan.
Deposition schedules are expected to be developed in the near future.
The Commission is considering whether and to what extent additional contents of the OIA Report regarding Region IV management actions relative to Comanche Peak (Investigation 86-10) and its attachments can be released.
See Board Notification No. 89-24, dated December 11, 1986.
Depending on the Commission's decision, the Staff will determine whether it will be necessary to seek a protective order in order to make this material available to CASE (and the Applicants) in response to CASE's pending discovery request.

REVIEW OF REVISED PORTIONS OF CPRT PROGRAM PLAM Sinct the last progress report no new or revised sections to the CPRT Program Plan have been received from the Applicants.
The review progress for those previousiv submitted is m's follows:
(a) ISAP VII.a.9, Receipt and Storage of Purchased Material and Equipment.
Receipt of Revision 0 of this ISAP was noted in the Utsff's First Progress Report.
Revision 1 to this ISAP was transmitted by Applicants' letter dated 10-17-86 in response to NRC letter of July 31, 1986 and NRC Region IV comments. The Staff has no comments on this

ISAP and considers it to be responsive to the issue.
A letter to this effect is in preparation.
(b) CPRT Program Plan, Appendix E (Rev. 2),
CPRT Procedure for the Resolution of Discrepancies Identifled by the CPRT.
Receipt of this Appendix was noted in the Staff's First Progress Report.
Review has been completed, and found acceptable in NRC letter dated January 13, 1987.
(c) ISAP III.a.5, Preoperational Test Review tnd Approved of Results (Rev. 0).
The Staff has no comments on thIs ISAP and considers it responsive to the issue. A letter to TU Electric to this effect is in preparation.
(d) Revised Audit Program for TRT - ISAPs and Responsibilities of the Overview Quality Team TUGCO Letter dated 7-23-86.
Review has been completed, and resolved in letter to TU Electric dated January 13, 1987.

PROGRESS OF REVIEV' OP ISAP RESULTS REPORTS The NRC Staff has received 8 results reports since the last progress report.
To date, 27 results reports have been received.
Progress over this period continues to have been limited due to significant resource constraints -- both funding for contractor assistance and other matters within NRR of higher priority.

IE INSPECTION OF DEstnM ADEOUACY PROGRAM The CPRT Design Adequacy Program investigatory phase is complete.
The Corrective Action Program (CAP) is addressing issues identified by this investigatory phase as well as by external sources, g, pipe e
support issues.
The CAP is being implemented by Stone and Webster, Ebasco, and Impell and is divided into eleven disciplines.
For the

mechanical, civil / structural, electrical and lac disciplines, a Design Basis Consolidation Program will review selected critical design parameters to confirm that the as-built plant conforms to current CPSES licensing commitments.
NRC inspections of CAP implementation will involve joint IE/NRR participation, and will address, (1) resolution of the above design issues and (2) reviews of the design by the above architect-engineers.
The NRC plans to inspect some of the areas covered by CPRT third-party overviews.
The NRC inspection schedule is being developed and is dependent on the progress of the CAP and third-party review of the CAP.

RI:GION IV PROGRESS Region IV's inspection of the CPRT Program and Issue-Specific Action Plan implementation continues to be conducted in the following three areas:
Results Reports and Issue-Specific Action Plans (ISAPs)
ISAP VII.c Construction Reinspection / Documentation Review Plan CPRT Onsite QA/QC Activities e
As noted in the Staff's First Progress Report, Region IV's completion of inspection activities related to the results reports and ISAP VII.c is dependent on the CPRT schedule.
Retrion IV has completed planned inspection of ISAP VII.c construction reinspection activities relative to evaluation of Evaluation Research Corporation (ERC) performance of inspections and documentation reviews.
Region IV inspections of ISAP VII.c will now concentrate on ERC data compilation, assessment of
e 6-b deviations, and reporting of reinspection conclusions.
Region IV inspections of commitments in other JSAPs are approximately 65% complete.
The concerns of 16 allegers, representing a total of approximately 50 concerns, have been assessed by the Staff in currently issued inspection reports.
II. ANNOTATED BIBLIOGRAPHY The fcilowing annotated bibliography is a computer-generated report prepared from the NRC's document control system.
It lists all documents e
originated by NRC that have been sent to Applicants relating to Comanche Peak that were indexed during the period December 16, 1986 to February 13, 1987, inclusive. -
As explained in the Staff's First Progress Report, the Ifsting of any particular document does not constitute a determination by the Staff of the document's relevance to either the OL proceeding or the CP extension proceeding.
