NRC RADIATION PROTECTION INSPECTION REPORTS 50-10/97020(DRS);
50 237/97020(DRS); 50-249/97020(DP.S) AND NOTICE OF VIOLATION
Dear Mr. Perry:
On October 2,1997, the NRC completed an inspection at your Dresden Ganerating Station,
Units 1,2 and 3. The results of the inspection were discussed with you and others of your
staff on September 19,1997. This also refers to the teleconference with Mr. Cliff Howland
on October 9,1997, to discuos the results of those inspection activities conducted on
September 30 and October 2,1997. The enclosed report presents the results of this
inspection.
The purpose of the inspection was to review the chemistry and radiological environmental
monitoring programs, and the gaseous and liquid effluent program. In addition, the inspection
included a review of a recent Unit 1 work stoppage, prompted by problems identified by the
station's quality verification organization, and a prelirninary review of the circumstances
surrounding a September 30,1997, radiological incident that resulted in smali intakes of
radioactive material to several workers involved in Unit 1 activities.
Overall, programs for radiological environmental monitoring and liquid and gaseous effluent
control were effectively implemented. Station oversight of the radiological environmental
monitoring program and contractor performance in the sample collection process were
particularly good. Although the overallimplementation of the chemistry program was generally
good and included an effective reactor water chemistry management program to reduce
chemical contaminants and initiatives for continued improvement to water quality, some
exceptions were noted in certain areas of the chemistry program.
Two violations were identified with the implementation of the routine chemistry program. These
violations are cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding them are described in detailin the subject inspection report. The violations consist
of failure to: (1) follow station procedures during chemistry sampling activities; and (2)
complete surveillances on the high radiation sampling system at required intervals. The firs'
violation demonstrates failures to consistent., impiement the Stop/Think/Act/ Review (STAR)
process. The second violation was attributed to a lack of supervisory continuity and oversight
of the high radiation sampilng system and included problems with the review and maintenance
of system surveillance records.

enclosures will be placed in the NRC Public Dccument Room.
