MEMORANDUM OF APPRECIATION FOR DR. STEPHEN MCGUIRE'S CONTRIBUTION TO THE STANDARD REVIEW PLAN FOR DECOMMISSIONING This memorandum is to express our appreciation for the outstanding assistance and support provided by Dr. Stephen McGuire, of your staff, in developing the NMSS Standard Review Plan (SRP) for decommissioning. Dr. McGuire's expertise, enthusiasm and " team sprit" have been principal factors in the successful development of the draft SRP.
Dr. McGuire's assistance in developing the SRP spans the breadth of the project. As one of the team members writing the Restricted Use rnodule, he provided valuable insights into the background of the concept of license termination under restricted conditions, as well as the Commission's intent in developing the Restricted Use provisions of 10 CFR 20.1403. His knowledge and experience with the subject matter allowed him to provide vital information and critical reviews during the preparation of the draft module. In addition, Dr. McGuire was instrumentalin developing and conducting the 1-day public workshop on this module. He -
prepared and presented several lectures during the workshop and participated as one of the session leaders during the question and answer session of the workshop. ,
in addition to participating in the development of the Restricted Use module, Dr. McGuire was also responsible for the development of the draft module on Radiological Surveys. When the team leader for this module left NRC before beginning development of the module, Dr. McGuire assumed the technical lead, working closely with the project manager and the support
- contractor. As a result of Dr. McGuire's leadership and hands-on management approach, contractor staff and Dr. McGuire were able to complete development of this module in a greatly '
truncated period of time. Dr. McGuire's in-depth knowledge of the guidance for developing !
surveys to support decommissioning iesulted in a clear, concise, reader-friendly SRP module. ;
Dr. McGuire also acted as the lead for arranging the speakers anc presentations for the public l workshop on the surveys portion of the SRP. ;
l In addition to directly contributing to the Restricted Use and Surveys modules, Dr. McGuire has acted as one of the principal members of the team developing the Dose Modeling module.
Dr. McGuire has also assisted the SRP project manager in various aspects of the management of the development of the SRP, ,c well as acting as a liaison between DWM and RES. The ; !

concepts and approaches in the draft SRP and his understanding and ability to "think outside the box" contributed significantly to many of the draft modules. Finally, Dr. McGuire has reviewed each draft SRP modules and provided thoughtful and timely comments that have greatly contributed tc the readability and clarity of the draft SRP.
