Dear Senator Zorinsky:
I am responding to your letter of December 3, 1986, concerning the possible impact that the reorganization of the NRC staff offices might have on our Agreement State Program as expressed to you by Mr. Harold Borchert.
Mr. Borchert sent to you a copy of a letter from Mr..lohn A.
Eure, Chairman of the Conference of Radiation Control Program Directors, Inc.
I responded to Mr. Eure on December 4, 1986 and sent a copy to Mr. Borchert.
I am enclosing a copy of that response for your information.
I can also tell you that the Commission has now decided to move State Program activities, including the Agreenant State Program, into the new Office of Governmental and Public Affairs.
The Commission believes this will further enhance the effectiveness of the Agreement State Program.
I am notifying Mr. Eure of this decision and will send a copy to Mr. Borchert.
I appreciate your interest in this importan.t activity involving the NRC and Nebraska.

Dear Chairman Eure:
I am responding to your letter of October 22, 1986 concerning the reorganization of the NRC.
I appreciate your thoughtful comments, especially the concern that radiological protection be carried out in the most effective way possible.
The Commission has decided that the new Office of Governmental and Public Affairs will report directly to the Commission on matters of policy concerning State Programs.
Harold Denton will head this office.
This decision reflects the Commission's intention to continue to upgrade and improve the relationship between the NRC and the states.
The Commission has not yet reached a decision concerning the extent that other State Program functions will be moved to the new office.
The Executive Director for Operations (E00) has been asked to develop options for Commission review.
One of these would move the State Programs function, intact, to the new office.
I believe that a decision on scheduling the meeting you requested should be deferred until the Commission has reviewed the options.
I am pleased that our Agreement State Program is so highly regarded.
Officials of many states have expressed the view that needs of Agreement States were met more effectively upon the i
establishment of the Office of State Programs.
I assure you that the final decision will continue to emphasize and enhance l
l the significance and effectiveness of the Agreement State Program.
