Dear Ambassador Kennedy:

I was very plcased to observe the excellent support provided by the U.S. Mission in the daily pursuit of U.S. policy goals in the International Atomic Energy Agency (IAEA).

I was also pleased by the close workin Regulatory Commission (NRC)g relationship which the Nuclear has with your office and others in the Department of State concerned with IAEA programs.

This relationship will be even more important beginning in 1987 with the implementation of IAEA's post-Chernobyl expanded safety, program.

NRC, DOE, the national laboratories, and various non-governmental groups will be involved directly in advisory activities and meetings.

For example, I anticipate IAEA will request the U.S. to send experienced operational, inspection or.

emergency planning personnel to participate in most of the 12 to 15 three-week Operational Safety Review Team visits being planned for 1987.

There will be Radiation Protection Advisory Team visits and other safety missions around the world and a number of meetings in Vienna.

It will challenge NRC to support these activities in an effective and coordinated way, within our resource limits.

I am enclosing a list of IAEA activities related to the expanded safety progran which are of particular interest to NRC.

I ask the U.S. Mission in Vienna to inform the Commission of developments in these areas and advise me of the Agency's plans and priorities regarding U.S. participation.

With the Mission's assistance, and in full coordination with the Department of State and DOE, the Commission will focus our energies where they can be more effectively applied.

I look forward to working with you to continue the strong U.S.

presence in international nuclear safety activities.
