Dear Dr. Wolfe:

I am responding to your request, on behalf of the American Nuclear Society

(ANS), for information related to the ANS visit to the Soviet Union.

I appreciate your notifying the NRC of your planned visit. As you know, the NRC is very interested in keeping abreast of nuclear safety matters in the USSR as well as the rest of the world. I ask that you infonn the Consnission on what you learn in the area of nuclear safety while on your I trip.

The United States Government is completing a report on the accident at the Chernobyl plant this year. The report will provide facts on the accident and the plant based on available information. As more information becomes available, we are developing a better understanding of the accident and its consequences through official U.S. channels and international agencies that are investigating the accident.

There is more to be learned that could contribute to international understanding of the processes that take place under accident conditions.

Specifically, a better understanding of the models that the Soviets use in the evaluation of their design basis accident and in predicting the consequences, including health effects, of any transient would aid in the long term evaluation of the accident.

I would appreciate any additional infonnation or insights on their safety philosophy which you learn during your trip. Also, the NRC would like to know more regarding the Soviet nuclear safety organization, including its functions and personnel.

Since your trip is being privately sponsored, and is exploratory in nature, no binding conunitments should be made involving the U.S. Government.

I would caution you that any technology transfer would have to be accomplished under the auspices of the U.S. Government and must be processed through the Department of Energy and the State Department after consultation with the NRC. Please recognize that other technical exchanges and transactions may require U.S. Government approval.
