SUBJECT:

USE OF /,LLEGATION DATA IN SENIOR MANAGEMENT MEETING PROCESS In SECY-97-006," Followup to the Annual Report on Allegations and Responses to Recommendations of the Millstone Independent Review Group," the staff proposed developing an action plan to address how the staff would use allegation data as one indicator in analyzing whether licensees have established a safety-conscious work environment, who would perform the analysis, and when the analysis would be performed. Since SECY-97-006 was sent to the Commission, the staff has determined that the Agency Allegation Advisor will perform the analysis and that the analysis will be performed to support the semiannual screening meetings that precede the Senior Management Meetings, starting with the screening meetings scheduled in October and November of this year, Allegation data for each rea: tor site will be analyzed and provided for consideration during the screening meetings. For sites where the number of allegations received in the preceding 12-month period meets one of the following criteria, a more detailed an alysis will be performed:

1) number of allegations received exceeds three times the median value,2) is less than three times the median but greater than twice the median value and there is a 25 percent increase over the previous 12 months, or 3) is less than twice the median but greater than the median value and there is a 50 percent increase over the previous "i2 months. The analysis will include a comparison of the number of allegations received by ine NRC with the number of concems reported to the licensee's program for handling employee concems and will consider activities ongoing at the site and any initiatives the licensee has undertaken conceming establishing and maintaining a safety conscious work envirunment.

In addition to the total number of allegations, the number of allegations of discrimination and chilling effect will also be analyzed. Because the number of these types of allegations are low

.at most sites, the staff has not developed standard criteria for selecting sites for additional review. However, data for these type of allegations will be analyzed for trends and this information will be included in the material propared for the screening meetings.

Prior to the Senior Management Meeting, the analysis will be updated for plants scMduled to be discussed to provide the latest information. Information that provides insights on the environment for the plants scheduled to be discussed will be weighed subjectively along with other relevant data in deciding whether the NRC needs to take a specific action, such as placing a plant on or removing a plant from the watch list.
