UNIT I FIRE DETECTION INSTRUMENTATION SPECIAL REPORT Baltimore Oas and Electric Company submits this special report concerning inoperable Fire Detection Instrumentation as required by Technical Specification 3.3.3.7, Action (b). Specifically, the Unit 1 Service Water Room Fire Detection Instmmentation was inoperable for greater than 14 days, requiring

-issuance of this special report.

ACTION TAKEN After the Fire Detection Instrumentation for the Unit 1 Service Water Room was removed from service, the Unit i Technical Specification 3.3.3.7, Action (a) wus implemented. This Action requires, in part, that with one or more of the fire detection instrument (s) shown in Table 3.3-11 inoperable, then within one hour establish a fire watch patrol to inspect the zone (s) with the inoperable instrument (s) at least once per hour; or within one hour and at least per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> thereafter, inspect the zone (s) with inoperable instruments and verify that the Automatic Sprinkler System, including the water flow alarm and supervisory system, is OPERABLE by Channel Functional Test.

CAUSE OF INOPERABILITY On September 30,1997, the Unit i Service Water Room Fire Detection Ir.strumentation was removed from service to support a modification to the service water heat exchangers. The modification included welding activities. The 3moke frota welding activities can actuate the Fire Detection Instrumentation resulting in a hanging fire alarm in the Centrol Room. To prevent this alarm, an approved temporary alteration was installed that removed the Unit 1 Service Water Room Fire Detection Instrumentation from service.

PLANS AND SCllEDULE FOR RFSTORING TIIE INSTRUMENTATION TO OPERABLE STATUS The Unit 1 Service Water Room Fire Detection Instrumentation will be restored to OPERABLE status when the modification welding work is completed. This work is currently planned to be completed by December 5,1997. In accordance with Technical Specification 3.3.3.7. Action (a), compensatory actions will remain in effect until the Unit 1 Service Water Room Fire Detection Instrumentation is restored to OPERABLE status.
