NRC INTEGRATED INSPECTION REPORT 50-327/97-12 AND 50-328/97-12

Dear Mr, Kingsley:

This refers to the inspection ' conducted on August 24, 1997. threagh

September 27, 1997, at the Sequoyah facility. The enclosed report presents

the results of this inspection.

During the inspection period, your conduct of activities at the Sequoyah

facility was generally characterized by good operations and maintenance.

Your

review of the loss of control air event, which caused a reactor trip on one

unit and a runback on the other unit, was thorough. The addition of two new

control air compressors is contributing to improved system reliability.

The

ERCW chlorination system, which has had a history of poor reliability, is

being upgraded and is also indicative of efforts to improve plant material

condition.

Your overall. operator requalification program was found to be

effective. However, some Job Performance Measures were considered too

simplistic to be an effective examination tool.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice." a copy of

this letter, its enclosure, and your response will be placed in the NRC Public

Document Room (PDR).
