REQUEST FOR ADDITIONAL INFORMATION FOR THE STAFF'S EVALUATION OF THE THIRD 10-YEAR INTERVAL INSPECTION PROGRAM PLAN REQUESTS FOR RELIEF - ZION NUCLEAR POWER STATION, UNITS 1 AND 2 (TAC NOP. M94924 AND M94925)
Dear Ms. Johnson:
The staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL) has reviewed and evaluated the information provided by the Commonwealth Edison Company (Comed), in its letter dated March 1,1996. regarding requests for relief (CR 13, Revision 1, and CR 23) from the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code),Section XI, requirements for the Zion Nuclear Power Station, Units 1 and 2. Comed provided additional information in its "A97010, Requests Authorization for Alternative to One Time Augmented Insp of RPV Shell Welds Set Forth in 10CFR50.55a(g)(6)(ii) (A)(2) Per [[CFR" contains a listed "[" character as part of the property label and has therefore been classified as invalid.(5).Authorization to Use Partial Insp Coverage Requested|letter dated August 13,1997]]. The staff found Comed's request for relief, CR 13, Revicion 1, unacceptable and its evaluation and conclusions will be addressed in separate correspondence.
The staff requires the enclosed additionalinformation to complete its evaluation of Relief Request CR-23.

- Relief Request CR 23: The American Society of Mechanical Engineers (ASME) Boiler and Pressere
-Vessel Code (Code),Section XI Table IWC-25001, Examination Category C-C, items C3.10, C3.20,
.and l':3.30, requires a 100 percent surface examination of integrally wolded attachments to Class 2 vess sis, piping, and pumps, as defined by Figure IWC 2500-5. Pursuant to 10 CFR 50.55a(g)(5)(iii), -
- the licensee requested relief from performing the Code-required surface examination to the extent ;
_ required by the Code.
Commonwealth Edison Company'(Comed) proposed the following as an altemative to the Code
- requirements:
"For those supports with inspection limitations listed in Table CR 23.1, sunce examinations will be performed on the accessible areas and a VT-1 visual examination will be performed on the remaining areas. The limitation will be documented on the surface examination data sheet and the percentage will be recorded in addition to the actual measured weld length for the accessible areas. The limitation will be documented in the ISl summary report and the NIS 1 report.-
"For future inspections, integrally welded attachments with limited accessibility will be subject to the criteria stated above. All suspected limitations will be identified prior to the inspections and will be verified during the inspections. The verified limitations will then be identified in the ISI Program and will be categorized separately for future inspections."
The Code requires a 100 percent surface examination of the integrally welded attachments selected
- for examination. Relief Request CR 23 is generic in nature without a listing of the specific-components for which relief is requested along with a description of the interference and the percentage of the Code-required examination that can or will be performed for each component.
Comed has estimated that approximately 43 integrally welded attachments for Unit 1 and approximately 40 integrally welded attachments for Unit 2 are expected to be covered by Relief Request CR 23. Comed has also estimated that as much as 62 percent of each weld may not be accessible for surface examination. The regulations do not provide for the granting of generic relief requests.
In the submittal dated August 13,1997, it is also noted that the magnetic particle testing method is being used to perform the surface examination of the subject integrally welded attachments. Comed I
has not addressed the possibility of using the liquid penetrant testing method to achieve 100 percent examinat!on of the Code required surface area.
