COMPLETION DATE DEFERRAL RELATED TO NRC BULLETIN 96-03, " POTENTIAL PLUGGING OF EMERGENCY CORE COOLING SUCTION STRAINERS BY DEBRIS IN BOILING WATER REACTORS," PEACH BOTTOM ATOMIC POWER STATION (PBAPS),

UNITS 2 AND 3 (TAC NOS. M96160 AND M96161)

Dear Mr. Hunger:

You submitted a September 26, 1997, letter to the Nuclear Regulatory Commission (NRC) requesting that we extend the schedule for you to resolve NRC Bulletin 96-03 to December 31, 1998, for PBAPS Units 2 and 3.

We reviewed your letter and determined that it is acceptable for you to defer completing Bulletin 96-03 actions until December 31, 1998.

Information supporting our determination follows.

You indicated that PECO Energy Company (PECO Energy) will be installing

. replacement emergency core cooling system (ECCS) strainers in response to Bulletin 96-03 on PBAPS, Unit 3 in October 1997, and on Unit 2 in October j{9' 1998. The Unit 3 outage began on October 3, 1997, and the strainer modification work is the critical path activity for the outage.

You expect to start up from the outage on October 27, 1997. Deferring resolving Bulletin 96-03 actions will allow you to resume plant operations at the end of your

[d outage.

PECO Energy is working with its Nuclear Steam Supply System vendor to clarify the availability of containment overpressere in meeting ECCS pump net positive suction head (NPSH) requirements under post loss-of-coolant accident (LOCA) conditions. When completed, you intend to review and submit this information to us.. Meanwhile, you are performing an interim parametric analysis to better determine the specific minimum containment overpressure profile which will exist post-LOCA. This will allow you to better understand exactly what containment pressure is available for ECCS pump NPSH.

You expect this work to continue through October 1997 and we anticipate meeting with you in 0

mid-November 1997 to discuss the results of this work.

You are participating in a related Boiling Water Reactor Owner's Group (BWROG) committee. This committee plans to perform tasks such as developing a generic response approach to NRC Generic Letter (GL) 97-04, " Assurance of Sufficient Net Positive Suction Head For Emergency Core Cooling and Containment Heat 9711040218 971021 "Fif MM FD_F erarim smv, m

You= indicated that you intend to incorporate BWROG work results into PBAPS Unit 2 refueling outage plans.

The Unit 2 outage is scheduled for October 1998.

PECO Energy previously committed to perform compensatory actions as documented in your November 16, 1995, June 10, 1996, November 1, 1996, and April 3, 1997, letters. You submitted these letters in response to NRC generic communications and requests for additional information on suction strainer clogging.

In your September 26, 1997, letter, you indicated that you will continue to perform compensatory actions. These actions include:.1) sampling water and sludge for the presence of fibrous material; 2) monitoring ECCS pump Inservice Inspection Testing differential pressure data; 3) visually examining strainer surfaces for the presence of fibrous material; 4) inspecting the suppression chamber floor; and 5) cleaning the suppression chambers, as necessary, based on inspection findings.

In addition, you plan to implement changes to your Emergency Response Procedures in the latter part of 1998, consistent with the Severe Accident Management initiative.

Coordinating these activities would allow you to minimize the number of required procedure changes.

We find that installing new suction strainers will improve the ability of PBAPS to accommodate debris blockage, and PECO Energy's compensatory measures provide assurance that debris loading will be maintained as low as practical.
