Reference 2 documented a discussion between Messrs.

J. R. Creed and T. J. Madeda of the Region III Safeguards Inspections and Mr. R. Kelm, Director, Nuclear Security of Detroit Blison. The subject matter of this discussion was the Fermi 2 Nuclear Security Inprovement Plan (NSIP).

In the course of the discussion, the Regibn III inspectors stated that recent inspection efforts continued to identify werknesses in the Fecmi 2 Security
