Additional Information Regarding the Proposed Staffing Goals for Emergencies

Dear Mr. Muller:
During Inspection Number 86-06 conducted at Peach Bottom Atomic Power Station on March 10-13, 1986, and at the PECo Corporate office on March 18, 1986, Nuclear Regulatory Commission inspection personnel performed a review of our letter to you dated February 11, 1986.
During this review, a clarification of some emergency response minimum staffing positions was requested.
Each of the positions requiring clarification is addressed sequentially below followed by our response which either confirms information previously provided or provides the requested clarification.

Off-site Dose Assessment Calculations:
The inspectors inquired as to the title of the position and the qualifications of the position.
The following information was provided.
a)
The position designated to perform off-site dose assessment is the shift technical assistant.
This position requires the ability to read instrumentation and analyze such readings; b)
The personnel assigned to this position will be trained in off-site dose assessment calculations to the same level as the senior health physics management personnel; c)
Training will be oriented toward decision-making and providing off-site dose assessment and protection action recommendations; d)
The personnel assigned to the position performing off-site dose assessment calculations will have no other responsibilities during an emergency detracting from dose assessment calculations; e)
The computer program used for dose assessment will provide guidance on protective action recommendations; f)
The dose assessment computer program will not require the user to have a background in data processing or programming experience; g)
The Emergency Director or the Site Emergency Coordinator has the responsibility for providing off-site protective action recommendations.
The Emergency Director or Site Emergency Coordinator is trained in this function.
The position assigned to off-site dose assessment would recommend to the Emergency Director or Site Emergency Coordinator suggested actions, but not be the actual decision maker.

Core Physics / Thermal Hydraulics:
The inspector inquired on the functions of core physics / thermal hydraulics and the responsibilities of the Shift Technical Advisor.
The following information was provided.
The Peach Bottom Shift Technical Advisor (STA) on shift provides expertise in core physics and thermal hydraulics and provides independent consultation to shift supervision.
These activities are part of STA training and routine on-shift responsibilities of the STA.
Core physics / thermal hydraulics are an integral portion of any transient response and analysis.

Repair and Corrective Actions:
The inspectors inquired as to the number and type of personnel available to perform repair and corrective actions.
The following information was provided, a)
Peach Bottom has one person on-shift to provide mechanical / electrical maintenance.
This individual will be a sub-foreman or equivalent and has the training and experience necessary to identify the craft work that would be needed.
This person then may initiate call-in of the appropriate maintenance personnel.
This call-in is a routine system used for many maintenance activities.
Additionally, a maintenance helper is assigned to every shift to assist maintenance supervision.
b)
An operator is on-shift who is qualified for radwaste operations.
c)
Two Instrument and Control (I&C) technicians are on-shift.
These technicians routinely work with calibration, testing and repair of instrumentation.
One of these technicians fulfills the guidance in NUREG-0654, Table B-1, for electrical maintenance expertise.

On-Shift Health Physics Emergency Response Functions:
The Inspection Report 50-277/86-06 and 50-278/86-06 requested clarification regarding the on-shift health physics emergency response positions.
The following discussion clarifies our February 11, 1986, submittal.
Table B-1 lists major tasks for health physics technicians.
Peach Bottom Health Physics technicians are trained in:
in-plant survey procedures; out-of-plant surveys; off-site surveys; access control; health physics coverage for personnel performing emergency related tasks; personnel monitoring; and dosimetry.
Attachment A is a synopsis of our proposed Health Physics staffing which was transmitted to you in our letter dated February 11, 1986.
Specific details for the health physics technicians coverage is as follows:
a)
The goal of Table B-1 is to have one person on-shift to perform on-site (out-of plant) surveys.
- Also, the goal of Table B-1 is to have two persons on-shift for protective actions in plant, where these tasks may be provided by shift personnel assigned other functions.
Peach Bottom will have on shift two health physics technicians who will be trained and be responsible for performing on-site (out-of-plant) and in-plant surveys as well as providing ongoing radiation protection.
b)
For a 30-minute additional response, the goal of Table B-1 is to have one person perform off-site dose assessment; two persons provide off-site surveys; one person provide on-site (out-of-plant) surveys; one person provide in-plant surveys; and two persons provide radiation protection.
Peach Bottom will have a person available within 30 minutes to provide off-site dose assessment.
The description of this position was addressed in section 1 of this letter.
Additionally, Peach Bottom will have within 30 minutes
- two health physics technicians to perform l
off-site surveys; l
- one health physics technician to perform in plant i
surveys:
- two persons to perform radiation protection functions including one health physics technician available to perform access control, coverage for repair and corrective actions, and personnel monitoring, and one person trained in the issuance of dosimetry (this position may be assigned other functions.)

For a 60-minute additional response, the goal of Table B-1 is to have two persons provide off-site surveys; one person provide on-site (out-of-plant) surveys; one person provide in plant surveys; and two persons provide radiation protection.
Peach Bottom will have a 60-minute response to include a person with senior health physics expertise to perform off-site dose assessment; two health physics technicians to provide off-site surveys; one health physics technician to perform on-site (out-of plant) surveys; one health physics technician to perform in-plant surveys; and two health physics technicians to perform radiation protection.
