SUMMARY
OF PUBLIC WORKSHOP ON DECOMMISSIONING REACTOR SPENT FUEL POOL RISK The NRC held a public workshop on spent fuel pool risk at decommissioning reactors on July 15 and 16,1999, at the Holiday Inn Hotel in Gaithersburg, Maryland. About 90 persons attended with representatives from the NRC staff, the nuclear industry, other governmental agencies (Federal Emergency Management Agency and the State of New Jersey), the press, and the public, including Friends of the Coast, the Union of Concerned Scientists, and the Nuclear information Resource Service. During the workshop, the NRC staff described the findings of the draft spent fuel pool risk assessment that it recently completed, including several areas of concern that were identified. Representatives from the nuclear industry, lead by the Nuclear Energy institute, presented a list of proposed initiatives that could be implemented by licensees to address these concerns. The nuclear industry will provide a " white paper" report on probabilistic risk analysis at decommissioning reactors' and will prepare a seismic checklist for use in plant walkdowns to search for seismic vulnerabilities", The NRC agreed to requantify (to the extent possible) portions of its risk assessment to reflect the implementation of the industry initiatives and other pertinent information received during the workshop. The NRC also agreed to consult with several human reliability experts to assess the human reliability assumptions contained in the staff's risk assessment. The NRC will prepare and disseminate a plan of near-term activities associated with completion of its risk assessment and daveloping the necessary technical basis to use in the assessment of the applicability of certain regulations to decommissioning reactors.
Members of the public (Ray Shadis, David Lochbaum, Paul Gunter and Peter James Atherton) commented that the NRC spent fuel pool risk effort was not broad enough in that it did not address all of the issues associated with decommissioning. They cited issues such as sabotage, safeguards, worker protection, management competence, human performance, age-related degradation, station blackout, and spent fuel pool criticality that should be included in I
the staff's review or addressed in greater detail. The NRC staff responded that most of those D
issues will be addressed separately in an effort that has been proposed in SECY-99-168,
- lmproving Decommissioning Regulations for Nuclear Power Reactors." Safeguards and criticality will be addressed in the spent fuel pool risk study. Age-related structural degradation of spent fuel pools will not be examined further since the NRC has not found it to be a 3
significant concern.
