Dear Mr. Dorbeck:

r Thank you for your letter of October 2,1997, to Chairman Jackson of the U.S. Nuclear -

Regulatory Commission (NRC), in which you expressed your views regarding fne protection at nuclear power plants and plans to revise the fire protection regulations.

- As you are aware, the NRC staff is considering a revision to the existing fire protection

- ~ regulations to' allow a risk informed performance-based approach where appropriate. _ in a staff requirements memorandum dated September 11,1997, the Commission directed the staff to expedite the resolution of lasues necessary to formulate a proposed fire protection --

rule. In February 1998, the staff will brief the Commission on its recommendations concoming the rulemaking effort. ' Should the Commission direct the staff to go forward with

- the rulemaking, the staff will solicit input from the public and the industry. - During the rulemaking process, a draft of the proposed rule will be published in the Federal Reaiste for

-public comment.? This process allows the industry and all members of the public to express -

opinions and comments about the proposed rule. l_ would encourage you to participate at

- that time. Should the Commission direct the staff to not proceed with the rulemaking, the staff _will consider your comments as part of its continuing reassessment of the -

implementation of the fire protection program.
