INCIDENT INVESTIGATION TEAM (llT) ROSTERS The Incident investigation Program Pla.. provides for l'T rosters to be periodically reviewed and revised. The llT rosters were last updated and approved by the EDO in April 1996. Due to identified personnel changes during the past twenty months, some modifications have been made. contains the current rosters of IIT team leaders end team members, and the offices to which they are assigned. The rosters also indicate those members who have received llT training and those who have previously participated on llTs. Attachment 2 contains the qualifications criteria that specify the necessary attributes llT leaders and expert team members should possess.

Please review the rosters. If there are any individuals on the attached lists who you believe:

(1) do not meet the qualification criteria; (2) would not be available to serve on an IIT; or (3) are not considered the m7si,ualified individua, in the technical area of expertise identified, pease propose substitute candidates. Also, please note any additional personnel changes effected during the past twenty months that impact these rosters. Current roster members who have received training should be retained on the roster, if possible, to maintain a high state of readiness and to contain llT training costs. Please provide a brief basis for removal of personnel who have received IIT training unless they have left the agency. Furthermore, we are requesting your cooperation in ensuring that additions are made only to repace deletions so that these rosters represent only the most qualified personnel.

Also, NRC Management Directive (MD) 8.9, " Accident Investigation" provides policy guidance on NRC's fact finding investigetory response to an event of extraordinary safety significance at an NRC licensed facility. The fact finding response will be performed by an Accident Review CONTACT:

2-Group (ARG) which will, in part, be composed of HRC staff experts. AEOD has beets assigI the responsibility for establishing and maintaining a roster of potential NRC staff members who are certified through formal training in accident investigation to participate in an ARG. The llT rosterc will fulfill this responsibility, To implement MD 8.9 and the broader scope of a potential ARG, AEOD has established five s

additional disciplines to the NRC team member section of the Qualification and Characteristics for llT Membere document (Attachment 2) which are: (1) reactor core damage assessment; (2 containment integrity assessment; (3) emergency response; (4) accident management; and (5) regulatory framework and process (OGC only). Please propose names of NRC staff experts for these disciplines or any additional disciplines you feel shcald supplement the existing IIT roster to meet the needs of the ARG.

Keep in mind Qat the individuals identified on the rosters will represent an elite group of incident (or accident) investigators and are expected to receive training in NRC's root cause/ incident investigation workshop. Some will receive two weeks of specialized training in investigation techniques and methodology, if selected for an llT, they report directly to the EDO and will be relieved from existing duties for the duratiori of the investigation (at least 6 weeks).

Until the revised rosters have been approved by the EDO. they should be considered

preilminary and should not be distributed beyond your senior managers. After the revised llT rosters have been approved, all new candidates will be contacted and background statements prepared highlighting their areas of expertise and prior regulatory activities. Current IIT roster members who remain on the rosters will be requested to provide any revisions to data

previously submitted, in addition, personnelincluded on llT rosters need to have "Q" security clearances and will be subject to random drug testing.

Please forward your proposed roster changes to this office by Oc !sber 31,1997.
