Dear Mr. Themelis:

I am responding to your October 22, 1986 letter which transmitted a proposal to modify the Shiprock Remedial Action Plan such that windblown contaminated material would be left in place on the escarpment face north of the disposal area. Based upon our review of'the information provided, we conclude that the hazard associatgd with this material is limited, due to its low average radon flux (2.7 pCi/m sec) and its remote location on a steep escarpment. This, combined with the costliness to remove such material, justifies the application of supplemental standards in this case (Criterion 192.21c).

Therefore, we concur in the proposed modification, and' the application of supplemental standards for this windblown material in the vicinity of the disposal site. Fonnal concurrence will be provided when the appropriate signature pages are transmitted.
