Revision 0 to the FNP Security Plan. FNP-0-M-99 Ladies and Gentlemen:
In accordance with 10 CFR 50.54(p), Southern Nuclear Operat..g Company submits Revision 0 to the FNP Security Plan, FNP-0-M 99. In accordance with 10 CFR 50.4d )(4), the signed original and three copies are being sent to the Document Control Desk, and two copies are being sent to the appropriate Regional Office.
The FNP Centingency Plan has been incorporated into the FNP Security Plan as Appendix B. The Security Plan has also been changed to a manual for administrative control, and assigned the designator of FNP-0-M-99, Revision 0. Incorporating the Contingency Plan into the Security Plan has eliminated information duplicated in the Contingency Plan that was previously included in both plans. Consequently, future updating of information that was common to both plans will not require two separate plan changes, which will reduce manpower costs and the amount of SGI produced and distributed. Other changes to the FNP Security Plan were also made in FNP-0-M 99, Revision 0, and are described in the change summary descriptions included in Attachment 1.
Southern Nuclear has reviewed Revision 0 to the FNP Security Plan, FNP-0-M-99, and has determined that the revision does not decrease the safeguards effectiveness of the FNP Security Plan.
Attachment I contains the change summary desc.iptions and the amended FNP Security Plan pages. provides the page removal and insertion instructions to update the FNP Security Plan to FNP-0-M-99, Revision 0.
Attachment I ccatains safeguards information, and should be withheld from public disclosure in accordance with 10 CFR 73.21.

SECURITY PLAN, FNP-0-M 99, REVISION 0 CHANGE
SUMMARY

The FNP Security Plan and the FNP Contingency Plan were consolidated into one document. There
~
has been a considerable amount of duplicative information between these documents. With this change, FNP will use the provision of 10 CFR 73, Appendix C, which allows for topics that are treated in adequate detail in the approved Security Plan to be incorporated by cross-reference in the Contingency Plan.

Watch person was added as an individual who may fill the post of CSC operator. The Security Access Control CSC post was deleted from the chain of succession for Security Shift Foreman due to this post possibly being manned by a watch person.

Q2.5.4 was revised to note that security vehicle equipment will be indicated in Security Procedures.
4.
3.8.6 was revised to (1) note that the testing frequency and methods will be included in Security Procedures, and (2) reduce the testing of offsite communication syr ms to daily versus once per shift.
5.
Watch persori was deleted from Q3.9.3 and Q3.9.4 due to the post of CAS and SAS being in the line of succession, and thus requiring an armed individual.
6.
Q4.2.1 was revised to delete specific information on security badge data.

The vehicle barrier system appendix was revised to (1) clarify the weight of a vehicle used as 7
. temporary barrier, and (2) address when to post a guard if the VBS is possible degraded.
8.
Q3.9.9 was revised to convert the Compensatory post at the Set vice Water Structure to a defined post. (Reference Report 9204 IFI 94-016-01) 9.
Several administmtive/ editorial type changes were made to either provide clarification to the existing plan, provide consistency with FNP-0-APs 3 & -42 and FNP-0-SP-11, or to correct inconsistencies between the two plans.
