Dear Mr. Hoyal:
I have received your transmittal of four copies of Modification M003 to the Cooperative Agreement with the State of Wyoming (No. DE-FC04-83AL19454).
.The review of the subject modification yielded certain concerns which prevent me from concurring with the document. These concerns are the same as those listed in the NRC October 6, 1986 response on the Utah Cooperative Agreement Modification (M015).
I am returning the four copies of M003 unsigned.
Moreover, I request that you change the designated NRC recipient of all future Cooperative Agreements from Leo Higginbotham to:
