NRC INSPECTION REPORT NO. 70-7002/97008(DNMS)
Dear Mr. Miller:
On September 21,1997, the NRC completed an inspection at your Portsmouth Gaseous Diffusion Plant. The enclosed report presents the results of that inspection. The results of our inspection over a six-week period covered by the enclosed report indicate that the facility was operated in a safe manner.
Four vie'ations of NRC requirements were identified during the inspection period. The violations are of concem because similar issues were previously identified, which indicates that implementation of your corrective action program was ineffective. In addition, staff implementation of the technical safety requirements (TSR's) continues to be weak. In your response to the violation regarding overtime, address the actions you will take to prevent further authorization of excessive overtime fo' nrojects like the preplanned corr. pressor disassembly evolution.
The violations are cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding the violations are described in oetailin the enclosed report. You are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. The NRC will use your response, in part, to determine whether further enforcement action is necessary to ensure compliance with regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice" a copy of this letter, its enclosures, and your response will be placed in the NRC Public Document Poom (PDR).

AND NOTICE OF VIOLATION Dear Mr. Miller.
On September 21,1997, the NRC completed an inspection at your Portsmouth Gaseous Diffusion Plant. The enclosed report presents the results of that inspection. The results of our inspection over a six-week period covered by the enclosed report indicate that the facility was operated in a safe manner.

In your response to the violation regarding overtime, address the actions you will take to prevent further authorization of excessive overtime for projects like the preplanned compressor disassembly evolution.
The violations are cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding the violations are described in detailin the enclosed report. You are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. The NRC will use your rcsponse, in part, to determine whether further enforcement action is necessary to ensure compliance with regulatory requirements.
