l Babcock and Wilcox Company vATTN: Dr. Paul S. Ayres, Manager Lynchburg Technical Operations Research and Development Division P. O. Box 11165 Lynchburg, VA 24506-11165 Gentlemen:

SUBJECT:

REQUEST TO RESUME DISSOLUTION OF SPENT FUEL SAMPLES In a letter from Mr. A. F. Olsen of your staff dated June 23, 1986, you requested that the Lynchburg Research Center be permitted to resume its program of analyzing irradiated fuel in accordance with your license and procedures.

Your commitment to discontinue transfer of irradiated fuel samples from the hot cell and subsequent dissolution and analysis was confirmed in a Confirmation of Action Letter (CAL-824/84-01) from this office dated December 21, 1984.

You were pe mitted by a letter from this office dated January 30, 1985, to resume removal of irradiated fuel from the hot cell and perform specified analysis of previously dissolved samples utilizing the controls described in your letter of January 21, 1985. The resumption of dissolution of fuel samples outside the hot cell was permitted by a letter from this office dated April 8,1985, provided that the fuel sample radiation levels were less than specific levels specified in your letter dated March 22, 1985. ,

We have evaluated your request and the additional controls you state will be utilized in the dissolution of fuel samples exhibiting radiation levels greater than those previously authorized, which may be comparable to those involved in an extremity overexposure in November 1984.

Based on our evaluation, we have concluded that you may resume dissolution of the fuel samples outside the hot cell in accordance with your license and procedures without undue risk of excessive exposures to workers, provided the additional controls you describe in your letter of June 23, 1986, are fully implemented.

We will review these activities during future inspections.

Sincerely, 8608120549 860728 c; a BY, ADOCK 0700 4 j, ,3 g
