PROVISIONAL OPERATING LICENSE NO. DPR-45 RESPONSE TO IE INSPECTION REPORT 50-409/86018 (DRS)

Dear Mr. Keppler:
This letter is in response to the Notice of Violation which was transmitted with your letter of January 22, 1987. The Notice was issued as a result of the findings stated in Inspector Report No. 50-409/86018 (DRS).
NOTICE OF VIOLATION 10 CFR 50, Appendix B, Criterion III, as implemented by Dairyland Power Cooperative LACBWR Quality Assurance Program Description,Section III, " Design Control and Review," requires measures to be established for the review, evaluation and approval of all design changes governing safety-related structures, systems, or components.
Contrary to the above, pipe support locations for the High Pressure Core Spray System were modeled incorrectly in the analysis and additional loads attached to some of these supports were not evaluated by engineering to determine their acceptability.

Corrective actions have been initiated to address the deviations indicated in the Inspection Report. A complete walkdown of the HPCS piping is being performed. Applicable design drawings are being revised and several new drawings are being generated to accurately reflect the as-built conditions.
Design calculations for the pipe supports and the computer analyses of the piping system are being revised to address the minor discrepancies identified by the inspector. Based on the calculations already completed and on other preliminary evaluations, it is anticipated that no field modifications will be necessary.

Design changes and field modifications of HPCS piping supports, implemented in response to IE Bulletin No. 79-14, were completed in 1983. Since that time, LACHWR's procedure for Design and Facility Change Control has been improved to provide a more detailed review, evaluation and approval process.
As stated in the Inspection Report, the inspector considered DPC's evaluation program and overall implementation of IEB 79-14 adequate and effective. Dairyland recognizes the importance of a detailed review process for design changes, and the need for close attention to details during as-built verifications. We will continue to monitor the effectiveness of our design and facility change control program in order to eliminate recurrence of these types of deficiencies.

Completion of the field walkdown and the revisions of the design documentation for the HPCS system piping should be completed by July 15, 1987.
Dairyland welcomes a re-inspection of the system and documentation by the NRC any time during or after our as-built re-evaluation.
As discussed in the Inspection Report, several piping system upgrades are being planned as part of our response to the Systematic Evaluation Program.
Dairyland also welcomes in progress and completion inspections of these system modifications.
