Enclosed is an application for a license (XSNM03104), recently received by the Nuclear Regulatory Commission, for the export of low-enriched uranium, in the form of uranium dioxide pellets, to Norway for irradiation in the Halden Nuclear Reactor. Assurances from Norway are required that the material will be subject to all of the terms and conditions of an agreement for cooperation. Your assistance in obtaining the necessary assurances will be appreciated.

Dear Mr. Hauber:

Please find enclosed a license application covering the proposed export of enriched UO fuel pellets by Westinghouse Electric Company, LLC to the Halden Reactor Project in Norway. The quantity of material covers the supply of only fuel pellets which consists of 48.02 grams of U235 enriched to 19.6% contained in 245 grams of uranium. The material does not contain any Canadian or Australian source material. BNFL received this material from the UK Ministry of Defense, so the enrichment is unknown, but the material is classified as "N"-Non-obligation.

A check for $1,700 is enclosed covering the fee for this application request.

Please note: We are required by the customer, BNFL, to deliver the fuel pellets in November 1999, so please process this fuel application on an urgent basis Should there be any questions on this request, please call the undersigned at (412) 374-4754.
