PADUCAH GASEOUS DIFFUSION PLANT INSPECTION NO. 70-7001/97-209
Dear Mr. Miller:
The Nuclear Regulatory Commission conducted a routine inspection of your Paducah, Kentucky uranium enrichment facility's material control and accounting (MC&A) safeguards program on September 29 - October 3,1997. The inspection focused on the core procedures which the NRC considers critical to implementing your Fundamental Nuclear Material Control Plan commitments. Pie scope, detai!s, and results of the inspection are contained in the enclosure.
At the conclusion of the inspection, the findings were discussed with you and members of your staff. Within the scope of the inspection, no violation was identified. However, five non-cited violatiens (NCV), two inspector follow-up items (IFis), and one unresolved item (URI) were identified. The NRC is concemed about the five NCVs in the area of measurement control.
While it was determined that no programmatic breakdown had occurred, the NRC will evaluate the implemertation of your corrective action plan in the measurement control area. It is essential that the long term corrective actions be fully implemented to ensure in the future that accounting data is maintained within the desired accuracy and precision levels.
As requested by the United States Enrichment Corporation (USEC) and granted by the NRC, reports containing information related to USEC's MC&A program are exempt from public disclosure. Accordingly, the enclosure will not be placed in the Public Document Room.
