COORDINATION WITH DEPARTIAENT OF ENERGY FOR CHANGES TO THE COMPLIANCE PLANS
Dear Mr. Toelle:
U. S. Enrichment Corporation (USEC) has requested several changes to the Compliance Plans for the Gaseous Diffusion Plants. Based on information provided to USEC, you have been providing a copy of each change reouest to the Department of Energy -(DOE). My staff has then conducted the necessary coordination with DOE. This letter is to inform USEC of a change to this process.
Ecr future modifications to the Compliance Plans, USEC must conduct the coordination with DOE. All modifications must be approved by DOE before they are submitted to the Nuclear Regulatory Commission for action. The submitted package should reflect DOE approval either by inclusion of a letter from DOE or inclusion of a statement that DOE has approved the change. Compliance Plan changes that do not reflec'. DOE approval will not be accepted for NRC review. DOE should continue to receive a copy of the request. For Compliance Plan changes that are currently being reviewed by the NRC, we will coordinate with DOE and not require resubmittal of the request.
DOE approval, as described above, should be obtained prior to submitting any changes to the Compliance Plans.
