Dear Mr. Berkow:

The Nuclear Science Center, Texas Engineering Experiment Station, Texas A&M University respectfully requests that its approved Emergency Preparedness Plan be modified to permit the NSC and offsite support agencies to enter into emergency support agreements having annual renewal, multiple year renewal, or open renewal dates. The open renewal date agreement will remain in force until cancelled by either party. This provides more flexibility in obtaining the agreements and since the plan requires annual training of offsite participants, this direct contact reaffirms the intent of the agreement.

The agreement letters for Nuclear Science Center emergency support are obtained by the University Radiological Safety Office which is responsible for the campus wide radiological emergency plan. Agreements having open renewal dates would greatly reduce the administrative requirements of both parties in obtaining agreements and would reduce the dependence of the Nuclear Science Center upon other university agencies. The requirements for training offsite participants would not be re-duced.

It is proposed to replace the first paragraph of 3.1 Emergency Organization (page

7) of the plan with the following:

Several offsite organizations are available to augment the NSC emergency organization for emergency event response. The assistance and support services provided by these organizations include fire fighting, ambulance and emergency medical services, hospital facilities, and police protection. Written agreements with these organizations shall be obtained and renewed on an annual basis unless an agreement is reached having a multiple year renewal or an open renewal date. The open renewal date agreement will remain in force until cancellation of the agree-ment by either party. Initial agreements are included in Appendix A to this plan. The NSC staff with augmentation from offsite agencies form the NSC emergency organization. Figure 3 shows the interface between the elements of the emergency organization.
