COMPREHENSIVE FIRE PROTECTION

SUMMARY

DOCUMENT - FIRE PROTECTION NRC inspectors and their consultants performed an inspection on December 5-13, 1985, March 5-7, March 31, May 8, and July 18, 1986, to determine the adequacy of Big Rock Point's post-fire safe shutdown methods and to review the routine fire protection program. NRC Region III IE Inspection Report No 50-155/85022 (DRS) dated August 1, 1986, discusses the findings of the inspection.

During the inspection, NRC inspectors found that, as a result of Appendix R modifications and the upgrading of certain fire protection features, the Big Rock Point Fire Protection Program Evaluation needed to be updated. Consumers Power Company, during the inspection exit meeting, committed to update the Fire Protection Program Evaluation and to provide further analyses regarding suppression and detection in the recirculating pump area (0 pen Item 155/85022-07), detection in containment (0 pen Item 155/85022-08),

detectors in the condensate pump room (0 pen Item 155/85022-09), and detectors in the control room (0 pen Item 155/85022-10). Additionally, Consumers Power Company committed to provide a comprehensive fire protection summary document before startup from the upcoming refueling outage (open Item 155/85022-11).

The attachment to this letter contains that comprehensive fire protection summary document. It is entitled " Summary of Fire Protection Provisions for Big Rock Point Nuclear Plant." This letter closes Open Item 155/85022-11.

Appendix C of the " Summary of Fire Protection Provisions for Big Rock Point Nuclear Plant" contains analyses of suppression and detection in the recircu-lating pump room, detection in containment, detection in the condensate pump room, and detection in the control room. NRC review and approval of these analyses will close Open Items 155/85022-07, 155/85022-08, 155/85022-09, and 155/85022-10.

Appendix E of the " Summary of Fire Protection Provisions for Big Rock Point Nuclear Plant" contains Pre-Fire Plans for all fire areas and zones identified in the revised Fire Hazards Analysis. NRC review and approval of these Pre-Fire Plans will close Open Item 155/85022-01.

_ Nuclear Regulatory Commission- 2 Big Rock Point Plant Summary of Fire Protection Provisions February 27,-1987 Additionally, the Inspection Report kept open a concern regarding fire brigade member response to fire scenes with protective clothing. This issue has been reviewed with brigade members during fire training. During 1986, changes to the fire brigade guidelines were also completed to provide for fire brigade response outside the protected area. These changes were also reviewed with brigade members. Subsequent to these actions, monthly fire drills have demonstrated satisfactory performance with no observed problem areas. During the 1985 inspection, Region III Inspectors observed brigade response during an unannounced drill and post-drill critique. This exercise was discussed favorably in Section 12 of Inspection Report 155/85022. In light of the above, Consumers Power concludes that corrective actions have been taken and Open Item 155/85022-02 can be closed.

In summary, this submittal closes all open items from Inspection Report 155/85022 for which Consumers Power Company has action.
