Cause and Deriod of noncompliance - The oil and grease content of the sump increased during the time period between the removal of spent oil absorbent pillows and installation of fresh pillows. Total discharged was 12312 gallons, comprising two batches. The sump was locked out to allow only batch release to facilitate constant monitoring.

The period of noncompliance was from January 9 to discharges.

~ however this time period included o,nly two sump fillings and January 11, 1986, Steps taken to reduce. eliminate. and prevent recurrance of the noncomolving discharae - 011 absorbent pillows were placed in the sump.

r Description of Discharge - Discharge Serial Number 111 (Sewage Treatment Ef fluent)

On January 26, 29, and 30, sewage was observed discharging to the intake forebay via the yard drainage system.

Cause and Period of the Bypass - The unintentional bypasses resulted f rom a malfunctioning control electrode on an airlift pump. This caused a backup of sewage that overflowed from manholes to the yard drainage system. The period of the bypasses were as follows.

Time Time Date Observed StoDDed Duration 1

January 26 1055 hrs 1110 hrs 3 hr (max)

January 29 1250 hrs 1320 hrs I hr (approx)

January 30 1055 hrs 1115 hrs 1 hr (approx)

The volumes discharged were roughly estimated to be 5000 gallons on January 26, 1500 gallons on January 29 and 2000 gallons on January 30.

Steps Taken to Reduce. Eliminate and Prevent Recurrence of the Bycass - On each occassion the airlift pump was operated manually to stop the overflow of sewage to the yard drain. Maintenance was first performed on the number 1 electrode on January 27. The number 2 electrode was serviced following the malfunction on January 29. Following the malfunction on January 30, both electrodes were serviced, new relays were installed, and timers were changed out. The lift station resumed normal automatic operation after the last maintenance.
