Dear Mr. Taylor By letter dated October l'/. 1996, os supplemented by letters dated May 1. and September 17.1997. you requested a deviation from your commitment to meet the technical requirements of Section Ill.G of Appendix R to Title 10 of the (pdc of federal Regulations. Part 50. to the extent that it specifies the separation of certain redundant safe shutdown circuits with fire rated barriers, Alternatively, you propose to use fire resistant cables to replace portions of certain safe shutdown circuits.

We reviewed your deviation request and concluded that the use of a fire resistant cable will provide the same protection as that which would be arovided by a 1-hour fire barrier for the following cables: DGE4A. DGE14A, XiE32A ESE31A, ESE32A. ESE33A. and EMC83A. Therefore. your request for a deviation from your comtnitment to meet Section Ill.G.2.c of Appendix R to 10 CFR Part 50 is acceptable for the above cables.

The staff's review is documented in the enclosed Safety Evaluation.
