STAFF REQUIREMENTS - COMSECY-99-031 - ADDITIONAL INFORMATION CONCERNING STAFF REQUIREMENTS -
SECY-99-070 - IMPLEMENTATION PLAN FOR THE PUBLIC COMMUNICATIONS INITIATIVE (DSI-14)
The Commission has approved a two-month transition period (from October 1 to November 30, 1999) for public use of ADAMS. During this period, the staff should continue to provide paper copies (of publicly available documents) to the Public Document Room. Prior to the expiration of the trial period, however, the staff should brief Commission offices on its assessment of the operational effectiveness of the ADAMS system from the standpoint of actual PDR users so that the Commission can make a final determinatior as to whether an extended trial period is warranted and what measures may need to be taken to facilitate public access to NRC documents.
The transition period should be discussed by the staff with stakeholders at the September 17, 1999 meeting on " policies related to the release of information," including conducting training sessions for the public on the use of the computer software, particularly in the first few months after the system is placed in operation.
The OClO should be actively monitoring the interaction with the public during the transition period and using initiative and innovative thinking to resolve conflicts early.
