IMPLEMENTATION PLAN FOR THE PUBLIC COMMUNICATIONS INITIATIVE (DSI-14)

I largely concur in Chairman Dicus' proposal to leave open the possibility that we may need a longer transition than a month. The staff's proposed one month transition, with a briefing of the Commission offices mid-way through the month, seems too short a time for potential problems to surface. I would prefer a longer transition, say, two months, and a meeting late in that period, in which the Commission offices hear not only from the staff, but also from public users of the new system. I also believe that the possibility of a shorter transition than the six months originally mandated by the Commission should be discussed by the staff with stakeholders at the September 17*

meeting on " policies related to the release of information."
