Thank you for your letter of November 7,1986, in response to our letter dated October 8, 1986. We have reviewed your reply and find it responsive to the Notice of Nonconformance. No additional information is required at this time.

Your response took issue with our findings concerning cited weaknesses in your engineering and quality assurance activities.

Based upon the documents reviewed during the inspection and your response it is our belief that conclusions drawn from analyses were not sufficiently documented such that an independent review of those analyses by a competent engineer familiar with the methods and analyses could have derived the same results and conclusions.

We will review the implementation of your corrective and preventive actions during a future inspection to determine that full compliance has been achieved and will be maintained.
