Reference 2 identified a problem with Motor Operated Valve common mode failtres during various plant transients. 'Ihese f allures were experlenced at the Dayis l
Besse and Sequoyah, Unit 2, plants. Investigations determined the root cause to be inproper torque switch settings. Upon reviewing the subject IE Bulletin,

Keppler December 19, 1986 VP-86-0162 Page 2 Based on the calculated maximtun differential gessure listed in Table 1, Detroit Edison will determine those torque switch settings which are enveloped by our current design basis.... Motor operated valves enempassed by Fermi 2's existing design basis and previously verified to be opertle will be identified by December,1986.
To date, Detroit Edison has confirmed that fifteen (15) of the thirty-three (33) IPCI/ICIC valves listed in reference 5, Table 1, hare been confirmed opersle based on the new, maximum, differential pressures. Table A (attached) identifies thom valves which hare been confirmed. We thermal overload sizing has been reviewed for all valves contained in the subject Table, and is docunented in, a Detroit Edison Design Calculation.
Prior to placing the identified Motor Operated Valves back into service post-maintenance testing is conducted in accordance with an apgaved maintenance procedure.
Operational tests codirm valve operability under normal operating conditions. Se operational tests are performed in accordance with Fermi 2's ISI, IST, and LLRT programs.

We ntuber of utilities re;[uesting identical Motor Operated Valve reviews has created a backlog in the vendors shop. Consequently, the information needed for Detroit Edison to corfirm the acceptability of the subject valves will not be available prior to December j
31, 1986.
Detroit Edison will subnit an updated responm, providing the results of our review, as soon as the requested information has been received fran the vendors and reviewed by the Fermi 2 Nuclear Engineering department.
Detroit Edison has concluded that this extension will not impact subsequent schedules or conmitments identified in reference 5.
