October 21,1997 Docket No.' 50-443 NYN-97103 United States Nuclear Regulatory Commission Attn.: Document Control Desk Washington, D.C. 20555 Seabrook Station Update on Insocction of Boraflex Counons in response to NRC Generic Letter 96-04 "Boraflex Degradation in Spent Fuel Storage Racks,"

North Atlantic stated that accelerated exposure Borallex coupons would be examined prior to each refueling and that the first examination of the long term exposure coupons should occur prior to the finh refueling outage. These activities were delayed due to scheduling conflicts and on July 3,1997, North Atlantic informed the NRC that the inspections, analysis and testing of the Boraflex coupons were planned to be completed by September 30,1997. The following provides an update on the status of the Borallex coupon inspection, analyses and testing activities.

The onsite inspection of the accelerated exposure 13oraflex coupons is complete. A long term Borallex exposure coupon was removed from Seabrook's spent fuel storage pool on September 17, 1997. This coupon and a control coupon were sent to an offsite vendor for destructive examination testing. The destructive examination testing includes dimensional, weight and -

density measurements, physical observation and photography, Shore A hardness testing and neutron attenuation testing. An examination report is expected from the vendor by December 31, 1997.'

l

- The results of the destructive testing examination will be combined with the analysis from the 0

onsite inspection to confirm that the storage of spent fuel at Seabrook Station complies with 10 CFR 50 Appendix A, General Design Criteria 62," Prevention of criticality in fuel storage and handling" and Seabrook Station Technical Specification 5.6 " Fuel Storage," which requires that the Spent Fuel Pool K,be maintained at less than or equal to 0.95. North Atlantic will continue to monitor this situation and update the NRC ifinspection activities identify any degradation that challenges the design basis of the spent fuel pool.
