On May 8,1997, Waterford 3 submitted in Letter Number W3F1-97-0114, the Waterford 3 Performance improvement Plan (PIP). The purpose of this letter is to update the docket regarding change requests for the following th ee Performance improvement Plan items:

When the Performance improvement Plan was written, the process for human D
performance improvement was not fully developed. As planning proceeded, the actions in this commitment were determined to be no longer needed in favor of using the more structured process provided through a contract organization, Performance improvement International. The current planned human performance improvement actions are more extensive than those originally proposed under item 1 A3 and will be tracked by PIP ltem 1 A4. Waterford 3 therefore is closing item 1 A3, Hold quarterly Human Performance Awareness days.

Change Request for Performance Improvement Plan 4th Quarter items W3F1-97-0244 Page 2 October 23,1997 CHANGE REQUEST # 2 True North Goal: 1 - Operate Waterford 3 Safely Strategy: D - Operate within and improve the understanding of the Design and Licensing bases-Item: 4 - Review selected sections of the Updated Final Safety Analysis Report (UFSAR) for accuracy and completeness Change Request and Basis for Change We m currently evaluating different alternatives for performing a review of the UFSAR. Our historical and currently ongoing efforts, such as the past upgrade of Design Basis Documents, Calculations, and the ongoing design basis evaluations, have confirmed the integrity and accuracy of many aspects of the UFSAR. These efforts have also given us insight about the type and nature of the discrepancies we have found in the UFSAR. Rather than embarking on a broad based UFSAR review approach, we are developing an approach which will be based on this past experience and will use the current design basis evaluation efforts. This approach will allow us to focus on confirming the mest important elements of the design basis in the UFSAR and also allow us to optimize our resources in completing important design basis work currently in progress. Because completion of our plan for the review of the UFSAR is expected to extend beyond December 31,1997 to January 15,1998 schedule extension for this item is necessary. Waterford 3 will inform you at that time of our schedule for the UFSAR review.
CHANGE REQUEST # 3 True North Goal: 4 - Expeditiously Fix Problems Once Strategy: A -Improve engineering process, including station change processes item: 1 -Implement a site-wide Engineering Request (ER) Process Change Request and Basis for Change The continuation of Refuel Outage 8 (RFO8) beyond the original scheduled completion as well as other circumstances negatively impacted Phase ll of this item.
Item extension from December 31,1997 to March 31,1998 is required due to lost time in conjunction with the extension of.<F08; preparation, support, and response m
