Dear Mr. Bernero:
This letter provides an update of Philadelphia Electric Company's progress pursuant to Generic Letter 83-28, " Required Actions Based on Generic Implications of Salem ATWS Events," for Peach bottom Atomic Power Station.
The reference 1 letter described the one-time vendor manual update program and maintenance procedure update program.
Only three maintenance procedures remain to be updated and these will be completed by September 14, 1986, as indicated in the reference 3 letter.
However, the one-time vendor manual update program has been delayed because the NSSS vendor has not provided updates for the remaining manuals in its scope of supply (approximately 5% of NSSS vendor scope) within the requested time schedule.
Therefore, these manuals could not be updated by June 30, 1986 as indicated in the reference 3 letter.
The NSSS vendor expects to provide updates for the remaining manuals by July 31, 1986.
To allow adequate time for Philadelphia Electric Company to review and incorporate the remaining updates into the manuals g

As explained in the reference 3 letter, the diesel generator manuals require extensive revisions.
We have evaluated the possibility of a joint effort to prepare diesel generator manuals, such as the BWR Owners' Group or a team of utilities with similar diesel generators.
It was determined that this approach would not be successful because of the numerous differences in the specific design of diesel generators throughout the nuclear power industry.
Therefore, we are in the process of negotiating a contract with the Peach Bottom diesel generator manufacturer to revise the manuals.
Philadelphia Electric Company was prepared to notify the NRC, by letter, of the delay in the vendor manual update program prior to June 30, 1986; however, submittal of the letter was postponed because of some uncertainties over the status of the new Q-List project.
It was originally our intention to update the NRC on the Q-List, as well, in that letter.
Philadelphia Electric Company will update the NRC on the status of the new Q-List project by August 29, 1986.
