Dear Mr. Murley,
Recently I sent a letter to Governor Michael S. Dukakis urging the Governor to proceed with the emergency planning process at the State level in order that we might have the advantage of both the FEMA plan review and an exercise of the plans prior to the further plan modifications. This letter l
t was co-signed by the Honorable Peter Matthews, Mayor of New-1 buryport, and a number of elected officials from neighboring Massachusetts towns within theSeabrook emergency planning zone.
Anti-nuclear activists in the area are now claiming that by merely participating in a graded exercise the city of
'Newburyport will have given up it's options to later amend
'l our plans should we find any deficiciencies.
I would appreciate it if you would please indicate whtther 1
there is any reason to believe that the NRC might prohibit the City of Newburyport from amending it's radiological

emergency response plan to correct plan deficiencies merely 1
because Ilewburyport had previously participated in a graded exercise.
