4. NAC International Letter, Request for Exemption to 10 CFR 72.234(c) for the NAC-MPC (Docket No. 72-1025) at Yankee Rowe (Docket No. 72-31), August 2,1999 In accordance with the requirements of 10 CFR 71.93(c), NAC International (NAC) hereby provides notification that material procurement for Transportable Storage Canister (s) (TSC) for use in the NAC-1 STC (Transport) Cask and the NAC-MPC Storage System is scheduled to begin in early October 1999.

Actual fabrication activities will begin upon receipt of the materials. A similar notification has been submitted to the NRC in accordance with 10 CFR 72.232(c) by Reference 3. Both notifications of the initiation of fabrication activities are contingent upon NRC approval, prior to early October, of the Request for Exemption' (Reference 4) to 10 CFR 72.234(c), which does not permit the start of fabrication of spent fuel storage system components prior to issuance of the final Certificate of Compliance for the NAC-MPC Storage System.

The.TSC, a stainless steel cylinder with a welded bottom plate and dual welded lids, is the l

confmement/ containment component for Yankee-Class PWR spent fuel for both storage and transport.

in Reference 1, the NAC-STC cask design is approved for the transport of directly loaded PWR spent fuel and canistered Yankee-Class PWR spent fuel. The NAC-MPC Storage System has been reviewed

- by the NRC Spent Fuel Project Office and a Preliminary Safety Evaluation Report and a Proposed J

Certificate of Compliance (CoC) for the NAC Multi-Purpose Canister System were forwarded for 10 CFR 72 Rulemaking on March 25,1999.
