Dear Mr. Muller:
This letter responds to the request in the referenced correspondence for Philadelphia Electric to withdraw three License amendment requests.
Formal notification for withdrawal of two of the License amendment requests is presented in this submittal.
The need for the withdrawal of the third License amendment request, submitted November 10, 1982, has been the subject of discussion with the NRC's Project Manager since we received the referenced correspondence.
The November 10, 1982 Amendment Application requested a change to the License that would acknowledge the use of the former Unit 1 radiochemistry counting facility for providing the post-accident sample analyses capability.
The NRC staff has re-evaluated their conclusion, presented in the referenced correspondence, that a change to the License is not required, and now concluded that a revision to the License is necessary and the request to withdraw the Application is rescinded.
This conclusion was conveyed by the NRC's Project Manager by telecon on July 9, 1986 to W. C. Birely, Licensing Section.
The Project Manager had previously granted additional time to resolve this issue and to formally respond to the referenced correspondence.

Licensee withdraws Amendment Application dated September 18, 1984, as it applies to Peach Bottom Unit 2.
The Application requested changes to the Technical Specifications to permit testing of hydrogen injection.
Amendment No. 106 to Facility License No. DPR-56 was issued permitting a test on Unit 3.
Since testing is not planned for Unit 2, a similar Amendment for Unit 2 is not necessary.
Docket No. 50-278 (2)
Licensee withdraws a December 19, 1984, request for a scheduled exemption to Appendix R requirements for Unit 3.
The exemption was requested to defer certain fire protection modifications beyond a February, 1985, plant outage.
Subsequently, a delay in the start of the Unit 3 refueling outage permitted implementation of the modifications.
