Dear Sir:

In accordance with the requirements of 10 CFR 50.71(e), the annual update of the Final Safety Analysis Report (FSAR) for the FitzPatrick plant has been completed.

This update contains the information available as of January 22, 1986, and reflects changes to the plant which occurred during the one year period ending on that date.

Enclosed are thirteen (13) copies of the replacement pages reflecting these changes.

Filing instructions for making the necessary page replacements are included for your convenience.

A bold vertical line has been drawn in the margin adjacent to the portion of text actually changed.

Each r'eplacement page is also marked with the date of change and the revision number.

Those pages containing unchanged text which has been relocated, due to additions or deletions on preceding pages, are identified only by a revision bar at the bottom of the page.

The unchanged but relocated text is not identified by a vertical line adjacent to the text.

FSAR Chapter 17, " Quality Assurance Program" has been revised only to reflect a change in the Authority's organizational structure.

The organizational changes have been made only to provide focused functional area management and efficiency.

These revisions do not reduce the commitments in the program description previously approved by the NRC.

The program description demonstrates the Authority's continued compliance with Appendix B to 10 CFR 50.

The enclosure satisfies the requirement of 10 CFR 50.54(a) to submit an annual update of the quality assurance program description.
